Wailuku Civic Complex — Phase 1A

A full rebuild of aging infrastructure in downtown Wailuku — water, sewer, storm drainage, dry utilities, and new roadway — laying the groundwork for the town's civic center.

Phase 1A covers Church Street between Main and Vineyard, plus two blocks of Vineyard between High and Market. MIRA was contracted to rebuild these blocks with water and sanitary sewer replacements, new storm drains, underground dry utilities, and new curbs, gutters, and sidewalks.

The team began with exploratory work to confirm the location of existing underground utilities and to find unmapped sewer laterals and trouble spots before roads were closed. Using advanced camera detection, crews identified issues early — saving time and reducing surprises once construction was underway.

MIRA set up a construction office on North Church Street so residents and business owners could review plans, talk with the team, and share how the work could be made easier on the community.
